How to Service and Repair a Valve Stem Seal on 2001 Dodge Neon?

The first step to servicing the valve stem seal is to take out the valve spring. After that, use a valve stem seal tool to remove the valve stem seals. Make sure to push the valve stem seal/valve spring seat securely onto the valve guide, using the stem as your guide so that you don't push it against the top of the guide. Only press the spring down enough to allow you to add the retainer locks before gently releasing it. Do not remove the garter spring from the seal at the top of the valve stem seal. Enable the valve spring which is the final step.
