A: To take care of the rear outboard seat belt and retractor, you should begin by inspecting all seat belts, buckles, the mounting hardware and retractors for any issues before replacing aged, cut, frayed or torn belts, straightening twisted strips and repairing loose fasteners, bent or jammed retractors or any damaged anchor or latch plate, always using original replacement parts from Mopar. First, unsnap the cover around the outboard seats and raise it, then take the screw out that holds the rear outboard seat belt turning loop to the top C-pillar. Next, unscrew the lower seat belt anchor to the bracket on the outboard side of the rear seat support frame. Then, detach the quarter trim panel from the C-pillar and pass the plate of the lower anchor and turning loop through the opening in the back of the quarter panel. Take out the lower-C-pillar screw, raise the retractor to free the tab from the mount and then lift the seat belt and retractor as one from the lower C-pillar. For installing, assemble the rear outboard seat belt and retractor and clip them to the C-pillar. Then, engage the retractor in the matching hole on the tension sensor rig in the lower C-pillar and tighten the retractor bracket screw to 43 Nm (32 ftlbs.). Run the accessory tool through the access hole in the quarter panel to please the lower anchor and turning loop, refit the quarter panel to the C-pillar and secure the lower seat belt anchor to the bracket found on the outboard side of the rear seat frame. Fix the lower seat belt anchor to the bracket, securing it with a screw tightened to 43 Nm (32 ft. lbs.), place the seat belt turning loop on the upper C-pillar and fix it with a screw tightened to the same 43 Nm (32 ft. lbs.) You should now have everything installed and secured correctly. Lastly, tuck the trim cover back, hiding the screw that holds the rear outboard seat belt turning loop to the upper C-pillar.
