Q: How to Remove and Install a Steering Wheel on 2001 Dodge Neon?
A: The first step in taking off the steering wheel is to isolate the negative battery cable and wait 2 minutes after the air bag system is disabled to let the system capacitor drain. Turn the steering wheel so that your tires line up straight ahead, then twist the wheel another 180° to the right and lock it with the key from the ignition. Take out the speed control switches and unhook their wire covers or connectors, then get rid of the Driver air bag bolts from the steering wheel's back. After removing the air bag, pull out on the air bag and horn wires, then undo the screws securing the steering wheel. Use the steering wheel puller to carefully remove the wheel, increasing your grip slowly so the wires go through the holes in the column. Before installing, once more unplug and isolate the battery negative wire and wait 1 minute for the system capacitor to discharge. Check that the steering wheel is turned a half turn (180°) to the right, the column is locked and the turn signal stalk is in the center position. Place the steering wheel carefully, so the flat part of the hub lines up with the clock spring and gently pull the horn lead, air bag lead and speed control leads through the big slot. Secure the retaining screw for the steering wheel to 54.2 Nm (40 ft. lbs.) when the car is in park position, snap the squib wire into place on the air bag and then connect the horn wire. Fit two bolts and tighten them to 10 to 11 Nm (90 to 100 inch lbs.) torque, next fit the covers to the steering wheel armature or join the wire connectors to the speed control switches and mount them, using 2 Nm (20 inch lbs.) torque. Do not attach the black battery cable when the engine is running.
