Start by turning off the air bag system by docking and disconnecting the negative
Battery Cable and give two minutes for the air bag capacitor to shut down so it does not accidentally deploy. Start by pulling up on the upper edge of the cover to take out its retaining clips, then remove the screw from the bottom part. At the bottom, take out the two Relay Block connectors and, behind them, remove the top side connector. Release the two snap clips at the top of the Relay Block by pushing and lifting the top out. Then, undo the screws that hold the block to the bracket and pull the Relay Block upward to free the bottom retaining tabs. Pull the Relay Block downward from the opening at the base of the instrument panel. When you switch out the Relay Block, move all fuses, circuit breakers and relays from the old block to the new one in the correct cavities. Place the Relay Block where you need it and make sure the lower tabs are inserted into the bracket gaps and the snap clips on top are inserted in the mounting slots. Grab the Relay Block and lower it into the bracket to secure the snap clips, next put in the four screws and set the torque on each screw to 2 N.m (20 in. lbs.). Put the top side wire harness connector and the bottom connectors back into the Relay Block. After that, attach the screw, press the top of the steering column opening cover to pull the retaining clips in and put back the negative battery cable.
